Turning the tide on europe's oceans and seas
A new European Commission report published on 20 February paints a worrying picture of Europe's seas. The Commission's analysis, which will be presented at the "Healthy Oceans – Productive Ecosystems" (HOPE) conference in Brussels on 3-4 March, shows a marine environment that will require urgent efforts to reach good status by 2020.

Environment Commissioner Janez Potočnik said: "The message is clear: Europe's seas and oceans are not in good shape. But we depend on these seas, and we need to find a balance. That means finding ways to reap their economic potential without increasing the pressure on an already fragile environment, creating growth and jobs that are secure in the long term."

The report, together with the European Environment Agency's "Marine messages" also published on 20 February, offers the first comprehensive overview of the state of EU seas. Member States have reported on the state of their marine waters, on what they consider to be "good environmental status", and on the targets they have put in place to reach good status. The findings in the report are accompanied by recommendations for the four marine regions and for individual Member States.

Ukraine has a new coalition government after parliament voted for a pro-EU cabinet. The chamber backed the appointment of Arseniy Yatsenyuk as interim prime minister by a record 371 votes.

The new leader outlined his programme to the house: “The key task for the Ukrainian government is European integration. It means a visa-free regime for Ukraine citizens and it means an agreement with the European Union on political and economic integration. It also means agreement on a fully-fledged free trade zone. The future of Ukraine is in Europe and Ukraine will become a member of the European Union.”

Politicians have been trying to stabilise the country after months of violence. Former President Yanukovych has fled the country and Ukrainian authorities issued an arrest warrant for him over his alleged role in the killing of protesters by security forces.

A presidential election campaign has already started with opposition leader Vitaly Klitschko announcing that he is running for president. Elections are due to be held on 25 May.

Meanwhile, in the Ukraine's Crimea peninsula men seized the regional government headquarters and parliament on 27 February and raised the Russian flag in a challenge to the country's new rulers. Parliament has voted a proposal to hold a referendum on autonomy on 16 March.

Putin signs legislation overhauling election system
Russian President Vladimir Putin has signed off on a law drastically overhauling the country’s election law in a reform that will create a mixed system by reintroducing single-mandate elections in the next parliamentary vote.

The bill, which was published on a government portal on 24 February, replaces the fully closed-list proportional system used in the last two elections with voting for individual candidates for half the seats in the 450-member parliament.
Currently unrepresented parties will still have to collect signatures in order to register their participation in elections for the State Duma, the lower house of parliament.

Individual candidates can spend up to 15 million rubles ($420,000) on their campaign, while overall party election spending is capped at 700 million rubles ($20 million).

Electoral reforms introduced by Putin in 2003 and 2004 scrapped voting for individual candidates, as well as direct elections for regional governors.

Turkmenistan plans to plant 3 million trees in 2014
3 million tree seedlings will be planted in Turkmenistan in 2014. The corresponding resolution was signed by President of Turkmenistan Gurbanguly Berdimuhamedov at a government meeting, reported Turkmenistan.ru.

The document prescribes ministries and department of Turkmenistan, Ashgabat city administration to provide planting of 1.5 million seedlings of deciduous, coniferous, fruit trees and grapes near the capital.

Tree planting of another 1.5 million seedlings will be carried out by regional administrations of Turkmenistan in their territories.

The Ministry of Nature Protection of Turkmenistan has been entrusted to provide large scale greening activities, and control the tree planting in the country.

The President stressed that a comprehensive planting program has been designed to transform the country into a flourishing region, contribute to solving problems in the field of environmental protection and create favourable conditions for citizens' lives.

New Italian government sworn in
Matteo Renzi, 39, is the youngest prime minister in Italy’s history. Mr Renzi, who rose to prominence as the mayor of Florence, has chosen a comparatively young cabinet team, about half of them women. He has promised to overhaul the jobs market and the tax and education systems within four months, but he leads a complex coalition that will not make his task easy.

Mr Renzi ousted prime minister and party colleague Enrico Letta, who had led Italy for just 10 months, in a vote at a party meeting on 13 February. Mr Renzi argued that a change of government was needed to end "uncertainty". He had accused Mr Letta of a lack of action on improving the economic situation, with unemployment at its highest level in 40 years and the economy shrinking by 9% in seven years.

Mr Letta was also accused of failing to implement promised reforms of what is seen as an often corrupt and wasteful bureaucracy.
